The just-concluded plenum of the Communist Party of China (CPC) sent a firm signal to the global community that the world's second largest economy will carry out comprehensive and deeper reforms, say overseas experts and media. At the close of the Third Plenary Session of the 18th CPC Central Committee on Tuesday, a decision was approved on "major issues concerning comprehensively deepening reforms", according to a communique issued after the meeting.
